If you are experiencing problems with your sewer service, there are many things that may be causing it. In all cases, you should first determine whether the problem is local to your home or is being experienced by your neighbors as well. If many homes are suffering from the same problem, you should call the Township of Hampton's Environmental Services Department to inform them of the situation. If the problem is just in your home, there are different choices you should make depending on the situation. If you have slow drainage, you may have a blockage in your system, most often caused by disposing cooking grease and large foreign objects in the sewer system. Tree roots also can cause sluggish drainage when they infiltrate the sewers. Contact the Environmental Services Department first at 412-486-0400, extension 1312 or 1303, between 7 a.m. and 4:30 p.m., Monday through Friday, to see if they can help you quickly solve your problem or refer your problem to a specialist. Pre-moistened towelettes called "wet wipes" are becoming an increasing trend in our bathroom culture. Due to the convenience and comfort they offer, more people are opting to buy these wet wipes instead of traditional toilet paper. The fact that many of these wipes are being marketed as flushable, keeps them competitive with their paper rival as users are not forced to find some alternative means of disposing of them.
Unlike toilet paper, which normally dissolves in no longer than 24 hours, wet wipes may dissolve for weeks or months causing clogs that will have to be fixed by a professional plumbing service. Furthermore, if you have tree roots that are spidering into your sewage pipes, then these "flushable" wipes, these wet wipes could get caught on the roots that are making their way through your piping causing blockages.
And the problem doesn't stop there. If the wet wipes make it past your sewage plumbing, it may still cause problems through the Township's main sewer lines and also at it's sewage treatment plant. The Township's sewage treatment plant has been experiencing clogs and other problems associated with wet wipes for years. The plant struggles with aging infrastructure for years and the problem with "ragging" - when baby wipes, dental floss, paper towels, facial tissue, and other items not designed for flushing entangle sewer pumps.

The Commonwealth and County have regulations that mandate the pick-up of residential garbage and recycling. Furthermore, as part of these mandates, it does not allow the transportation of garbage/refuse in private vehicles. As such, the Township has an ordinance mandating that all residential households participate in the Township-sponsored program for collection of garbage and recycling. This ordinance was adopted by Township Council a number of years ago in order to bring the Township in compliance with County and State regulations. Should you not participate in the Township-sponsored Waste Management program for the collection of garbage and recycling, you are still responsible for the payment of a garbage bill. Furthermore, Waste Management is well within its legal rights to sue for the collection of all delinquent payments and possibly lien your property.
Enacted in 2010, the PA Covered Device Recycling Act (HB-708) requires that consumers not dispose of covered devices, such as computers, laptops, monitors and televisions, with their trash. This means that trash haulers will no longer be able to take covered devices unless the municipality has a curbside electronics collection program that ultimately sends the devices to an electronics recycler. As part of the residential solid waste and recycling contract with Waste Management, you have a convenient opportunity to dispose of your household generated special materials- safely, easily and responsibly. Examples of acceptable materials include, but not limited to: automotive products (i.e. antifreeze, hydraulic fluid, motor oil, polishes), garden chemicals (i.e. insect sprays, weed killers, fertilizers), paint (i.e. latex, oil-based, thinners), household cleaners (i.e. bleach, drain cleaner, tile cleaners, rust remover), flammable & combustible materials (i.e. gasoline, solvent), swimming pool chemicals, mercury, miscellaneous household items (i.e. hobby glue, driveway sealer), vehicle batteries, fluorescent tubes and CFL's, televisions, computers, VCR's, phones, CD players. Yard Waste will be picked up the 3rd full week of each month, from April through November, on the same day as your trash and recycling by Waste Management. Items included are: brush, garden residue (no dirt attached) in paper biodegradable bags, leaves in paper biodegradable bags, tree limbs, shrubbery, tree trimmings cut in 4 feet length, no larger than 3 inches diameter, no greater than 40 pounds and securely tied and bundled; and twigs. When your collection day falls on or after one of these holidays, your service will be delayed one day during that week only. If one of these holidays is on a Saturday or Sunday, garbage collection service will not be affected.
Rats, the most common pest rodent in this area, are semi-aquatic by habit and are frequently found living in close association with humans. They can create danger because of the diseases they often carry and the destruction they can cause. The Township of Hampton takes steps to control the rodent populations in the township by responding to concerns or complaints about rodents. Homeowners, especially those living in close proximity to a drainage ditch, are urged to keep yard areas neatly cut and trimmed. Pet owners are urged to give their pets only the amount of food that they will consume at a single feeding, and to clean up after their pets on a daily basis. The Resident's Guide to Rodent Control (PDF) is designed to assist you in the control of rats and the environmental conditions that breeds rats. Building permits, both commercial and residential, are required in the Township of Hampton to erect, modify, remove or repair all structures. This includes everything from new building constructions and additions to accessory structures such as sheds, garages, and fences. A permit is also required for signs, both temporary and permanent. Supplemental documents such as a survey or plans are required for most building permits. The specific supplemental items required to obtain a building permit depend on what type of permit application you will need. By State law, the Township has 15 business days to process residential building permits and 30 business days to process commercial building permits; however, turn-around time is often 1-2 weeks, depending on the complexity of the review.
Building permits vary in cost and scope according to the type of construction. The basic building permit fees and supplemental requirements are listed on each individual application. All new construction projects will require the issuance of an approved permit prior to the start of construction. The following types of construction that require permits may include, but are not limited to; new construction (new homes, additions, new commercial structures), renovations (commercial renovations and some kinds of residential renovations), decks, hot tubs, pools (both in-ground and above-ground), fences, invisible fences (or underground fences) for pet containment, sheds, and hard (impervious surfaces) over 400 square feet in size. By State law, the Township must provide an answer on all residential permit applications within 15 business days and on all commercial permit applications within 30 business days. The building code contains prescriptive methods for most types of construction. Essentially this means that the International Codes Council publishes a series of method of construction for various types of projects, which a homeowner can follow to be assured that their project is "up to code." As such, if a property owner or contractor supplies plans that follow the relevant prescriptive methods outlined in the current building code, those plans do not need to be designed or stamped by an engineer (or architect - depending on the situation). However, some projects to require "engineered" plans. The following list covers some of those instances; however it is not all-inclusive. No - Hampton Township requires a fence around all pools that are in-ground or semi in-ground. This applies to all pools with a wall height that is less than 48". Although there are options for commercially available for an automatic cover, that cannot be used instead of a fence. This is for safety reasons. The fence must meet all requirements in the 2018 International Residential Code, including being at least 48" in height, with a self-latching and self-locking gate. Pools with a wall height that is 48" or higher (above ground) do not need a fence as long as there is no deck or stairs leading to the pool. In that case, a flip-up/locking ladder may be used instead of a fence.

If you are installing more than 400 square feet of impervious surface area on your property (which includes concrete, asphalt, or packed gravel), you will need to obtain a permit for this work and install Township approved on-site stormwater management controls.

The Township's staff is here to discuss projects and provide guidance to residents and contractors in meeting the Township's requirements; however, residents often want to get a verbal answer on whether a project is feasible while having discussions with staff. Please be aware that the official review of any permits, plans, plan changes, projects, or other hypotheticals will only occur once the required paperwork has been submitted. This is necessary so we can check for things you may not be aware of, either in the codes or on your property. Things such as utility line easements or private rights-of-way can be easily overlooked during planning but present a challenge to construction. Something that seemed ok in concept may need to meet additional requirements after a review of the survey. For this reason, a final "ok" is never given verbally and expenditures related to a planned project should never be spent until written approval is provided from the Township. This policy is in place as a protection for residents so they can have the Township's approval of their project in writing and the assurance that they can proceed without questions or challenges from staff or neighbors.

The keeping of chickens on residential properties is permitted only in the RA, RB, CA, and CB zoning districts, subject to the following regulations:
A building permit is required prior to construction of all above ground and in-ground swimming pools, hot tubs, and similar structures. Portable spas that simply plug in may not require a permit. All in-ground pools must have a 4 foot high fence with a locking gate.
All above-ground pools which are two to four feet in depth need to have a fence with a locking gate. Above ground pools over four feet do not need a fence, however they must have a removable ladder. If you are planning a construction project in the Township of Hampton that will involve the demolition of a structure, contact the Township of Hampton Permitting Office to learn all the required and recommended steps to perform demolition work. Property in the Township of Hampton is divided into several zoning districts with classifications such as conservation, residential, industrial, or commercial. Different districts have different stipulations as to what type of uses are permitted. When a property owner wishes to establish a use that is not considered a permitted use but is listed as a Conditional Use, they may apply to the Township of Hampton for Conditional Use approval.
Conditional Uses are uses on a property that may be granted by the Township Council after receiving recommendations from the Township's Environmental Advisory Council and Planning Commission after a public hearing has been conducted. The conditions for use must still abide by the Comprehensive Plan of the Township, avoid incompatible land uses, and serve the interests of the surrounding community. The Planning and Zoning Department can advise you as to which uses will require Conditional Use approval.

The Township of Hampton Department of Community Services (D.C.S) offers 3 miles of hiking trails within Hampton Community Park that provides hikers with a wide variety of scenery and terrain. Hikers of all abilities can find a trail suitable to their skill level for no charge. Always use the trails with courtesy and safety in mind. The Township of Hampton Department of Community Services tries to keep its park and facilities in excellent condition, but occasionally vandalism, misuse, neglect, or wear can leave a fixture in need of repair. Volunteers are always welcome at the Township of Hampton Department of Community Services. We seek warm and enthusiastic people of all ages to volunteer a few hours or a few days a week to help out the department and their fellow citizens in the process. While need for certain positions varies from year to year and season to season, volunteers work throughout the department filling such roles as special events assistance, and athletic coach. The Township of Hampton Department of Community Services maintains 6 tennis courts in the community park located in the Sports Court Complex. These courts are not lighted and are open for free public use everyday except during department tennis lessons and school district tennis matches. Tennis courts may not be reserved. Participants provide their own racquets and balls; additional rules are posted by the courts. The Department of Community Services offers youth and adult tennis lessons during the summer. Anytime you observe suspicious or illegal events or suspect the occurrence of one while in the Township of Hampton, you should report the incidents to the Hampton Township Police Department. Always contact the police as soon as you discover a crime has been committed or is in the process of being committed. Never assume that another observer will make the call, or that there is time to talk the event over with friends and family. The Internet Crime Complaint Center (IC3) is a partnership between the Federal Bureau of Investigation (FBI), the National White Collar Crime Center (NW3C), and the Bureau of Justice Assistance (BJA). Its mission is to serve as a conduit to receive, develop, and refer criminal complaints regarding cyber crime. IC3 has developed direct contacts with industry representatives such as online retailers, financial institutions, Internet service providers, and parcel delivery companies to assist in increasing the flow of information to all parties involved with cyber crime. Complaints can be submitted at the IC3 website by anyone who believes they are a victim of Internet crime, or is aware of an attempted Internet crime. Once a complaint is filed, trained analysts will review and research each complaint, disseminating information to the appropriate federal, state, local, or international law enforcement or regulatory agencies for criminal, civil, or administrative action, as appropriate.

The drop-off is anonymous and no questions will be asked and no names taken -- it is completely confidential. The Drug Box will be emptied as often as needed and disposed of in a safe manner. This will help keep dangerous medications out of our landfills, water supply, and out of the hands of unauthorized users.
Fingerprint service is available for residents or persons who are employed in Hampton Township, for individuals who require fingerprinting for employment, security clearances, travel, adoptions or any other official reason. This service is available Monday through Friday only, between the hours of 8 a.m. and 4 p.m. There is a $10 per person fee. Individuals must also provide the required fingerprint card and a photo ID. Most police records and reports maintained by the Township of Hampton Police Department are accessible to the public by law and can be obtained from the police department by filling out an Open Records Request Form, which can be found on-line. Criminal reports, traffic accident reports, missing person reports, police records, and warrants can all be acquired by stopping by in person at the Hampton Township Police Department main offices during the hours of 7:30 AM and 4:30 PM at: 3101 McCully Road, Allison Park, PA 15101. You must present a picture ID, such as a valid driver's license, military ID, or passport. There is a processing fee of $5 for an incident report and $15 for an accident report. Next to the Municipal Offices. Tour groups learn about the responsibilities of the station, its personnel, and the assigned equipment through both fun and educational activities. The tour includes computer room, squad room, cell block, Regional Booking Center, police car, weapons room, and other offices. Information is tailored to the group's specific needs and age group.

The Township of Hampton Police Department offers the residents of Hampton Township a Vacation House Watch Program. Residents may contact the department prior to a vacation or business trip and request that a patrol car make periodic checks of their home while they are away. Simply give the department your name, address, and vacation dates. Be sure to mention what lights you will leave on in the house, what lights you will have set on timers, and what security devices you have to protect your home and an emergency contact number. Commendation Procedure To Commend or Compliment the performance of a Hampton Township Police Department employee, notify the Police Department by calling at 412-486-0400, writing or visiting at: 3101 McCully Road Allison Park, PA 15101 You may also send a commendation or compliment via email. Letters of Commendation from citizens are posted for all department employees to view. The Police Department and its employees appreciate the effort and consideration of concerned citizens who take the time to commend employee performance. Complaint Procedure A person wishing to file a formal complaint should contact a supervisor at the Hampton Police Department. The supervisor will give you a Hampton Township Police Department Citizen Complaint Form, or one can be mailed to you. The complainant will be required to return the complaint in person and sign the form in the presence of a department supervisor. You will be notified by the investigating officer as to the progress of your complaint, and you may be required to supply additional information. Once the complaint has been investigated, you will be notified by mail that the investigation has been completed and advised as to the disposition of your complaint.
Should you have a complaint or concern about the amount of noise caused by a construction project in your area, the Hampton Police will respond to the site. Construction projects are not permitted to begin before 7 a.m. and after 10 p.m., Monday through Saturday. If the noise exceeds the maximum allowable noise level for the particular zoning area, the police will issue a citation to the builders. Persons or businesses selling goods or requesting donations door-to-door must obtain a solicitor's permit from the Township of Hampton Police Department. Political, religious, charitable and non-profit organizations are not required to obtain a permit. There is a $100 permit fee and a $25 charge for each individual which is valid for one month. Along with the permit, the solicitor will be issued a photo identification badge. Any time someone comes to your door selling something or asking for donations, ask for identification and their Hampton badge (not the badge from their company). A solicitor's permit is necessary to solicit anywhere in the Township of Hampton, including streets and public buildings as well as private residences. The badge will have the Hampton Logo, the signature of Chief Vulakovich, and the date span. They should be wearing the badge so it can be clearly seen.
A "No solicitation" list is provided to the solicitors prohibiting solicitation of residences and businesses on that list. Any business or resident can be added to this list by calling the Police Department (412-486-0400) or by completing the attached form. Should a person solicit without a valid permit, they are subject to fines and/or arrest. All solicitors are restricted to the hours of 9 a.m. to 9 p.m., Monday through Saturday. No solicitation is permitted on Sundays. If a violation is deemed to have occurred, a summons may be issued to the violating person and/or business. A police officer does not need to be present at the time the alleged violation occurs; however, a complainant's testimony will be required if the matter is prosecuted in court. For safety's sake, never pay or donate cash or valuables to a door-to-door solicitor, whether they appear legitimate or not. If a solicitor does not have a Hampton badge or appears fraudulent, contact the Township of Hampton Police Department using 911 to report the complaint.

Many years ago Pittsburgh was known around the world as the "Smoky City" due to the extensive emissions from our mills and factories. The pollution was so bad that on some days you couldn't see from one end of the street to another. But, right after Word War II, the City of Pittsburgh and Allegheny County passed a number of ordinances to control air pollution, including restrictions on outdoor burning.
At one time open fires in Allegheny County were virtually abolished, but over the years there have been exceptions made to those restrictions at the county and municipal levels.
Unfortunately, there is a great deal of confusion about what is allowed and not allowed when it comes to outdoor fires. Events or actions may be prohibited if they cause a noise disturbance. These include continuously barking dogs, noisy construction equipment, horns and signaling devices not being used for a danger warning, stereos and televisions, engine repair and testing, or excessive party noise. Violation of this ordinance is a summary offense and can result in fines up to $300.

Accidents involving hazardous materials can happen anytime and range from a chemical spill on the highway to groundwater contamination by naturally occurring methane gas to ingesting a household cleaner at home. Dogs roaming freely are in violation of the Pennsylvania State Dog Law and the Hampton Township Ordinance and are subject to impoundment by the Township of Hampton Police Department. The Township of Hampton Police Department investigates such complaints; however, if the animal control officers contracted through Hampton Township or the police officer do not witness these violations, they cannot act upon them. As an alternative, citizens can go to the District Magistrate, Thomas Swan, to swear out a complaint and take the offenders to court.
Violation of this ordinance could result in a fine of not less than $75 or more than $300 plus court costs. This is a summary offense and police cannot issue a summons for this violation unless they actually view the offense; however, any citizen who sees this violation can request that the Magistrate issue a summons for the offender. The Township of Hampton Department of Community Services is always looking for volunteers to keep Township of Hampton roadways clean. Our volunteer litter control program is the Adopt An HT Roadway, which is responsible for monthly litter pick-up along township owned roadways. Volunteers pick up litter monthly along a roadway designated specifically for them. The department is always happy to find individuals and organizations who would like to participate in this program by donating their time to this program which really does make a difference in Hampton Township. In appreciation of the service you provide, work gloves,and trash bags are provided at no cost by the township. Also a sign noting the name of your group will be posted at both ends of the roadway, publicizing the group responsible for the volunteer litter control. The Township of Hampton Department of Community Services makes every effort to respond immediately to all repair and maintenance concerns on township roads, but they can always use your help. If you notice township roadways with dangerous cracks or holes, roadways with debris or accumulated snow, rights-of-way that are encroached by bushes, trees, or other obstructions, or damaged or missing traffic signs and street signs, contact the department to report the problem. To better serve the citizens of the Township of Hampton, the Department of Community Services performs ongoing improvements to township roads, curbs and gutters as well as constructing new ones as the need arises. All township roads are on a master schedule to be repaved, resurfaced, or receive other special maintenance every 12 to 15 years. Roads that experience large amounts of wear may be refinished even sooner. The department also monitors traffic flow to determine which roads, if any, need widening, additional lanes, new traffic patterns, or other major improvements. These improvements are scheduled on an annual basis according to need and available resources. In addition, the township works with developers to build new roads as required for new constructions or developments, or as a response to citizen needs for better and safer access and transport. The Stormwater Collection, Management, and Pollution Control (SCMPC) Fee will aid in achieving goals shown below:
1. Provide funding for unfunded state and federal mandates of the MS4 (Municipal Separate Storm Sewer System) Program.
2. Fund capital improvements / operation and maintenance of aging infrastructure.
3. Provide funding to address stormwater pollution and flooding issues to protect people and property as well as safe drinking water.
Bills will be issued three times a year, or another regular periodic basis, not less than annually. The fee may be billed separately. Property owners can pay in full to receive a 2% discount if paid in the first 30 days of the calendar year.
All floods and most polluted waterways have one thing in common: stormwater runoff. Stormwater runoff is the fastest growing type of water pollution in Pennsylvania. When rain falls or snow melts faster than it can soak into the ground, the runoff ends up in local waterways. When more runoff reaches those waterways than they can hold, they flood. Stormwater runoff isn’t just muddy, it’s dirty too. Water running off streets and parking lots carries chemical fertilizer, oil, animal waste, and trash into the waterways.
The monthly fee for a single family residential property is $9.58 per month, or $115 annually. It is low because all properties pay, and the total is enough to make real investment that will make a difference. The fee is based upon impervious surface area called an Equivalent Residential Unit (ERU), which totals 3,300 square feet. Non-residential customers pay per ERU, which is based on the total impervious surface area measured on the property.
Even if rainwater leaves your property without causing problems for you today, that runoff may cause a problem for someone else downstream or may become an issue for you in the future if nothing is done to properly manage stormwater runoff.
The primary reasons are due to increased enforcement and requirements of unfunded mandates as well as aging infrastructure. A stormwater utility fee is the best option as it is founded on providing a service, in this case it’s the care and custody of stormwater (collection, management, and pollution control). These stormwater expenses cannot be ignored. Non-compliance with mandates creates a potential for heavy fines and penalties from the PA DEP and the EPA. Flooding and pollution impact all life, including human, plants, and animals.
Section 2705 of the Second Class Township Code requires the SCMPC fee must be reasonable, uniform and related to the service provided, and further requires that the funds must be used strictly for the purpose of stormwater management to prevent pollution and floods.
The Township has a credit system that rewards property owners for taking steps set forth in the SCMPC Fee Credit Manual, including rock sumps, rain gardens, permeable pavement, infiltration basins, bed or trench, underground detention, green roofs, dry extended ponds, or stormwater treatment channels.
The SCMPC fee will allow the Township to fund the following types of improvements:
1. Improve current clogged, broken or corroded storm pipes to handle increased volumes of stormwater runoff; reducing pollution and floods
2. Plant trees and create other green areas for rain to fall, reducing the amount of runoff currently coming from sidewalks and streets
3. Restore heavily eroded streambanks to improve soil retention and decrease the frequency of stream flooding
All employees are required to complete a Certificate of Residence form with their employers. It is the employer’s responsibility to get this information to you; however, if your employer’s payroll department is unfamiliar with this form, please suggest that they contact Keystone Collections at 1-888-328-0558. The Township’s / School District’s 6-digit political subdivision code is 710501. It is extremely important that this code is correct when the form is submitted to your employer.
Hampton Township requires a Municipal Lien Letter for the sale or transfer of property and also for a refinance of property. A Lien Letter certifies that there are no municipal claims such as water, sewage, sewer assessment, etc. against the property being sold, transferred, or refinanced. If there is a claim, the letter will provide the amount necessary to satisfy the claim(s). A Lien Letter Request Form must be completed and submitted for processing to the township well in advance of the set or anticipated closing date. Hampton Township requires 10 business days for all sale or refinance transactions. The lien letter form is usually requested by a Title, Settlement Company or an attorney representing the sellers or buyers. The fee for municipal lien letter is $25. The township will issue a lien letter for any municipal claims prior to February, 1996. Township of Hampton tax rates are set in December of every year for the upcoming township fiscal year, which runs from January to December. Rates are set by the Township of Hampton Council after consultation and discussion with residents, business owners, and Township officials in hearings and meetings that are open to the public. The local tax millage rate for the 2024 calendar year is 2.9241 mills; 1.979 for general operating purposes, 0.7415 mills for capital improvement purposes, and 0.2036 for fire protection.
Hampton Township School District millage rates are determined in late June, as the School District runs on a fiscal year from July 1 to June 30. Millage rates are determined by the School Board. The millage rate for 2023 / 2024 is 21.85.

The Department of Environmental Services and the Municipal Office coordinates the process of dye test and municipal lien and tax certifications for a "sale" closing on a property located in Hampton Township. The application (PDF) for the dye test as well as the list of plumbers (PDF) currently used by Hampton can be downloaded from the website. The application and fee of $40 must be received before a packet for the plumber can be released. The packet can then be picked up at the Reception area. Municipal lien letter packets are periodically mailed to a current list of closing / title companies or attorneys or the packet can be faxed upon request of the attorney or closing/title company. A zoning inspection must be completed prior to release of municipal lien letter by contacting the Permit Department at 412-486-0400, extension 1304. Please make sure the dye test, zoning inspection, and municipal lien letter and/or tax certification(s) are ordered well in advance of the closing date.
Property owners who feel that their property has been assessed too high may appeal first to the Allegheny County Board of Assessment Appeals. The office has 2 review procedures. First, they will conduct a formal review on request without a formal petition and adjust the assessment as necessary. If the owner still disputes the ruling, they can file a formal petition with the office to have a reassessment based on one or more qualifying grounds. If the matter is still unsettled, a court hearing can take place to solve the disagreement. Bills are mailed to the owner's last known address. It is the taxpayer's responsibility to keep Jordan Tax Service and Allegheny County informed about current billing information. Failure to receive a bill does not relieve the taxpayer of responsibility for paying it. Many homeowners pay monthly installments for taxes to their mortgage company, which keeps these monies in an escrow account from which they pay the taxes when due.
